Position Status: Full Time (40 hours/week), 1 Year Contract with Possibility of Becoming Permanent

Rupertsland Institute (RLI) is an affiliate of the Métis Nation of Alberta (MNA) and has a triple mandate in education, training, and research. With a decentralized network of 10 METI-Service Centres, a Corporate Head Office in Edmonton, and two mobile service units; RLI designs and delivers training and education services to more than 140,000 Alberta Métis.

The Opportunity

Rupertsland Institute (RLI) is recruiting for a Regional Manager, Central, located in Edmonton, AB. Reporting to the Senior Manager of Client Services (SMCS), the Regional Manager, Central, is responsible for the overall performance of business operations in a specified region and is accountable for meeting strategic goals, objectives, and targets derived from RLI’s business and annual operational plan. This includes directing, motivating, and coaching staff, ensuring compliance wth organizational policies and procedures and funding agreements, and providing effective and efficient client and project service delivery.

To Fit the Role

Responsibilities:

  • Manage the operational and fiscal activities of the region to provide optimum service delivery.
  • In collaboration with the Senior Manager of Client Services (SMCS) and the Senior Director of Client Services (SDCS), develop and implement a regional annual work plan derived from the RLI Business Plan and Annual Operational Plan (AOP).
  • Collaborate in the development and operationalization for new programs and services resulting form the RLI strategic priorities.
  • Design and implement a regional communication plan.
  • Conduct labour market analysis and consult with internal and external stakeholders and RLI staff to determine client training and employment needs.
  • Evaluate and report trends and issues that may affect clients, projects, the economy or local labour market, and incorporate into the regional annual work-plan.
  • Plan and coordinate the Mobile Service Unit delivery and associated services.
  • Develop and negotiate contribution agreements, budgets, and other documents to ensure compliance with the ‘ISETP’ performance measures and established RLI procedures.
  • Manage client services and project budget allocation utilizing RLI’s financial software and monthly finance reports to track Year-to-Date payments and commitments.
  • Prepare quarterly updates and progress reports based on the regional annual work plan including fiscal Year-To-Date status of clients and projects, financial commitments vs. actual costs, targets achieved, marketing activities, partnerships created, etc.
  • Manage the project life cycle including planning, development, promotion & marketing, contracting, implementing, monitoring, and evaluating.
  • In collaboration with the SMCS and the SDCS, ensure the project chapter of the Métis Training to Employment Policy and Procedure Manual is developed and updated.
  • Provide quality assurance on training requests, including providing recommendations based on RLI’s eligibility criteria, and by monitoring client and project files.
  • Conduct a quarterly review of KETO client data and upload to maintain 100% error free data.
  • Audit a minimum of 10 hard files per month and provide feedback to the advisor on findings.
  • Liaise with government, other ISETP agreement holders, employers and industry to build partnerships and implement goals and strategies as outlined in AOP & the RLI Business Plan.
  • Manage staffing responsibilities and perform supervisory duties including hiring and training, assigning job duties, and coaching the Central METI-S team.
  • Comply with all federal and provincial legislation, follow the terms of RLI’s AOP and the ISETP Agreement as outlined in the RLI procedure manual, and seek clarification when required.
  • Willingness and ability to work evenings and weekends for RLI events and other activities.
  • Willingness and ability to travel, as required.
  • Other duties as required.

Education and Experience:

  • Diploma or degree in Business, Management, or Social Sciences.
  • Minimum of five (5) years experience in a similar role.
  • Minimum of five (5) years experience leading a team of direct reports is required.
  • Extensive experience in administration at a manager’s level and excellent understanding of administration and analysis of financial spreadsheets.
  • Experience in developing and implementing training programs, internal process, and procedures.
  • Experience with budgeting and work plans.
  • Experience in a non profit and Indigenous organization are assets.

Skills and Qualifications:

  • Knowledge of Métis history, culture, and people, is an asset.
  • Knowledge of barriers to sustainable employment for Métis people; knowledge of challenges and social and economic factors facing Indigenous individuals, particularly Métis.
  • Strong understanding of labour market occupations, trends, short and long-term economic and employment outlook.
  • Good understanding of employment counselling methods and of the dynamics involved in dealing with clients who present multiple barriers to employment.
  • Strength in leading and engaging teams. Demonstrated ability to coach, train, mentor, and support staff. Strong leadership skills with the ability to motivate and retain staff.
  • Excellent interpersonal skills with the ability to build strong relationships with internal and external stakeholders.
  • Strong communication skills with the ability to communicate with clients, community members, government officials, industry partners, RLI employees, and other stakeholders.
  • High level of political awareness and cultural sensitivity in all interactions with internal and external stakeholders.
  • Strong sense of ethics and the ability to handle and maintain confidentiality for sensitive or private information.
  • Ability to thrive in a dynamic environment and be adaptable and flexible to changing priorities.
  • Excellent organizational, time management, problem solving and analytical skills, with the ability to identify issues and implement strategic solutions.
  • Strong writing skills with the ability to write and prepare clear, concise written documents such as contracts, proposals, reports, and other correspondence.
