Position Status: Full Time (40 hours/week), 1 Year Contract with possibility of becoming permanent

The Organization

Rupertsland Institute (RLI) is an affiliate of the Métis Nation of Alberta and has a triple mandate in education, training, and research. With a decentralized network of 10 METI-Service Centres, a Corporate Head Office in Edmonton, and two mobile service units; RLI designs and delivers training and education services to more than 140,000 Alberta Métis.

The Opportunity

Rupertsland Institute (RLI) is recruiting for a Post-Secondary Education Manager (PSE Manager). Reporting to the to the Senior Manager of Client Services (SMCS), the PSE Manager is responsible for operationalizing the RLI Post-Secondary Education program. The position will work closely with the SMCS, PSE Advisors, and the PSE Program Assistant. In conjunction with the SMCS, the PSE Manager is responsible for the overall performance of PSE staff and will work together to meet the organizations strategic goals, objectives, and student funding targets derived from the RLI Business Plan and Annual Operational Plan (AOP). This includes developing a Work Plan, directing, motivating, and coaching staff, ensuring compliance with organizational Policies & Procedures, staff performance evaluations, providing effective and efficient client delivery, and meeting the needs of the Métis community through a standardized education assistance delivery structure.

To Fit the Role

Responsibilities:

  • Collaborate with the SMCS and Senior Director of Client Services (SDCS) to develop and implement an annual departmental and individual work plan.
  • Comply with RLI’s annual operation plan (AOP), strategic plan and individual workplan.
  • Manage the operational activities of the PSE program through effective leadership by directing, coaching, and motivating staff to provide optimum service delivery. This includes but is not limited to assigning students, ensuring equal caseloads, ensure adequate staffing to ensure quality service to Métis students, training to meet program expectations, implementing an internal quality assurance process, and communicating directives from senior management.
  • Participate in recruitment and hiring activities for the PSE department. Oversee a team of direct reports and actively encourage a workplace culture that promotes employee morale and heightens RLI’s image to all partners, community, and stakeholders.
  • Develop and implement training activities for PSE advisors. This includes a thorough understanding of strategic goals, counselling expectations, quality assurance process and overall client file management.
  • In collaboration with the SMCS, develop processes to enhance or improve client file management for METI-Services PSE Advisors and Program Assistant.
  • Prepare quarterly updates on workplan and progress including fiscal Year-To-Date status of clients, financial commitments vs. actual costs, targets achieved and marketing activities.
  • Provide quality assurance on training requests based on RLI’s PSE eligibility criteria and ensure all required documentation is in order while reviewing and prior to approving and submitting a copy to head office.
  • Assist with the design and implementation of a post-secondary student communication plan based on knowledge of the Métis community, organizations, community resources, and educational institutions to ensure awareness and is aligned with the priorities of the Otipemsiwak Métis Government.
  • Enter information into KETO system and assist the Program Assistant with FDM entry and amendments.
  • Willingness and ability to work evening and weekends, and travel, as required.
  • Willingness and ability to attend RLI events.
  • Other duties as required.

Education and Experience:

  • Post secondary education in Humanities, Social Sciences or Business Administration.
  • Minimum of five years direct experience in education and program services delivery and coordination in positions of equal complexity.
  • Experience in a nonprofit, post secondary, or Indigenous organization are assets.
  • Minimum 3 years of experience leading a team of direct reports.

Skills and Qualifications:

  • Strong knowledge of Métis aspirations in education, and extensive knowledge of Métis history, culture, and issues affecting Métis people.
  • Strong understanding of how changes in the economy and labour market are likely to influence the Métis population in the upcoming decade, including the role and delivery of education in an ever- changing social environment.
  • Knowledge of effects of new Métis residents or citizens transferring from rural to an urban area and the barriers that may encompass that.
  • Experience in, and strong understanding of, program development in education, including protocols for consulting with stakeholders across the province.
  • Extensive experience in administration at a manager’s level and excellent understanding of administration and analysis of financial spreadsheets.
  • Experience in developing and implementing training programs, internal process, and procedures.
  • Strong understanding of Legislation at the federal and provincial level pertaining to the Privacy Act, FOIP, labour legislation, contracting, and EI Act. Government legislation pertaining to the delivery of RLI services (Alberta Post-Secondary Education Act).
  • Experience working in a dynamic work environment with the ability to work in a demanding, fast-paced, and complex environment, handling multiple tasks and projects concurrently.
  • Strong writing skills with the ability to write and prepare clear, concise professional written reports and correspondence.
  • Strong communication skills with the ability to communicate with Client Services team members, students, school officials, and the Métis community, including RLI stakeholders such as the Otipemisiwak Métis Government.
  • Excellent interpersonal skills with the ability to build strong relationships with internal and external stakeholders.
  • Strong leadership skills with the ability to coach, mentor, motivate and retain staff.
  • High level of political awareness and cultural sensitivity in all interactions with internal and external stakeholders.
  • Strong sense of ethics and the ability to handle sensitive and private information with tact and discretion.
  • Excellent organizational, time management, problem solving and analytical skills, with the ability to identify issues and implement strategic solutions.
